Президія ВГО Українська бібліотечна асоціація та Правління БФ «Бібліотечна країна» звернулися до Комісії з питань історичних матеріалів Американської бібліотечної асоціації у зв’язку з тим, що Комісія спочатку визнала працю Володимира В’ятровича та Любомира Луцюка “Ворожі архіви: радянські протиповстанські операції та український націоналістичний рух” («Enemy Archives. Soviet Counterinsurgency Operations and the Ukrainian Nationalist Movement – Selections from the Secret Police Archives») одним з “найкращих історичних матеріалів, опублікованих у 2022 та 2023 роках”, а потім вилучила її з відповідного списку.

Як нам стало відомо, Комісія з питань історичних матеріалів Американської бібліотечної асоціації відкликала книгу “Enemy Archives. Soviet Counterinsurgency Operations and the Ukrainian Nationalist Movement – Selections from the Secret Police Archives” зі списку найкращих історичних матеріалів 2023 року.
Ми відчуваємо своїм обов’язком обгрунтувати американській бібліотечній спільноті важливість підтримки цієї книги для американського наукового співтовариства та загрозу впливів проросійських авторів та медіа на американсько-українські відносини.
“Enemy Archives. Soviet Counterinsurgency Operations and the Ukrainian Nationalist Movement – Selections from the Secret Police Archives” – це збірка перекладених архівних документів про маловідомі сторінки українсько-російських взаємин, яку видало у Канаді університетське видавництво McGill-Queen’s University Press. Авторами праці є визнаний український історик, дослідник історії Другої світової війни та українського визвольного руху Володимир В’ятрович та канадський історик, географ Любомир Луцюк.
Книга містить унікальну інформацію про український визвольний рух від Другої світової війни до 1955 року саме з першоджерел, розсекречених архівних документів КДБ, і дає змогу об’єктивно та без упереджень оцінити історичні факти.
Книга розрахована саме на наукову спільноту, яка може критично оцінити наведену в матеріалах інформацію та на базі першоджерел робити самостійні висновки про те, як і за що боролися вояки української повстанської армії, відтак сприятиме критичному погляду на створені радянською пропагандою міфи. Однак, після публікації статті «Why Is the American Library Association Whitewashing the History of Ukrainian Nazis?» Комісія з питань історичних матеріалів відкликала книгу зі списку найкращих історичних матеріалів 2023 року.
У даній статті немає аналізу, посилань чи цитат з книги, а використовуються лише російські наративи та перекручені історичні факти. Автора книги Володимира В’ятровича автор статті охарактеризував як особу, яка просунула через український парламент закон, що «глорифікує нацистських злочинців». Насправді, ж Володимир В’ятрович є визнаним істориком та дослідником визвольного руху.
Упродовж століть російська пропагандистська машина формувала міфи та перекручувала історичні факти проти України. Інформаційна війна, яку веде Росія проти України зараз поряд з військовими діями, робить вагомий негативний вплив на можливість підтримки України міжнародними партнерами та, як наслідок, можливе подальше затягування здійснення геноциду Росії проти українського народу.
Українські історики та письменники роблять все можливе для донесення історичної правди про боротьбу українського народу проти загарбників-росіян, які століттями намагаються знищити Україну, і черговий етап цього екзистенційного протистояння відбувається зараз. Саме з цієї метою була проведена 10-річна робота авторів над книгою «Enemy Archives», і заслуга цього видання саме в публікації першоджерел, а не авторського бачення, за якими світові науковці можуть зробити власні висновки.
У той же час, проросійські пропагандисти продовжують свій наступ і зокрема, автор статті Лєв Голінкін очевидно підтримує російські наративи про Революцію Гідності та російсько-українську війну та був розкритикований за використання совєтських підходів. Саме російські наративи бездоказово в публічному просторі називають українців «неонацистами», і такі визначення тягнуться, починаючи з визвольної боротьби українців у часи визвольної боротьби проти радянських загарбників.
Визнання книги розсекречених документів тоталітарного комуністичного режиму одним з найкращих історичних матеріалів було значним кроком підтримки України та прагнень до об’єктивного висвітлення історичних сторінок боротьби українського народу проти загарбників, викривлення історії та протидії гібридній війні росії.
Українська бібліотечна спільнота щиро сподівається на перегляд позиції Американської бібліотечної асоціації щодо визнання книги та на подальшу співпрацю та підтримку. Також українська сторона радо проведе відкритий онлайновий захід із розвінчення міфів та пропаганди стосовно української історії із залученням авторів книги.

The library community in Ukraine expresses profound gratitude to our American colleagues for their invaluable support and assistance during the challenging period of Russia’s military aggression against Ukraine.
We have learned that the Historical Materials Committee of the American Library Association has opted to remove the book titled “Enemy Archives: Soviet Counterinsurgency Operations and the Ukrainian Nationalist Movement – Selections from the Secret Police Archives” from its roster of distinguished historical materials for the year 2023.
It is incumbent upon us to elucidate to the American library community the significance of endorsing this book for the American academic community and to underscore the peril posed by the influence of pro-Russian authors and media outlets on both the American populace and the bilateral relations between America and Ukraine.
“Enemy Archives: Soviet Counterinsurgency Operations and the Ukrainian Nationalist Movement – Selections from the Secret Police Archives” stands as a compilation of translated archival documents shedding light on lesser-known facets of Ukrainian-Russian relations. This publication, released in Canada by McGill-Queen’s University Press, is authored by acclaimed Ukrainian historian and researcher of Second World War history and the Ukrainian liberation movement, Volodymyr Vyatrovych, alongside Canadian historian and geographer Lyubomyr Lutsyuk.
Contained within its pages are unparalleled insights into the Ukrainian nationalist movement spanning from the Second World War era to 1955, meticulously sourced from primary documents and declassified archival records. By presenting this material, the book facilitates an impartial and objective examination of historical events, countering distortions propagated by Soviet and Russian propaganda.
Tailored for scholarly consumption, the volume empowers academics to engage critically with the content, enabling them to draw independent conclusions rooted in primary sources. By elucidating the motivations and actions of the soldiers of the Ukrainian Insurgent Army, the work dispels the myths propagated by Russian propaganda.
Nevertheless, following the publication of Lev Golinkin’s article titled “Why Is the American Library Association Whitewashing the History of Ukrainian Nazis?”, the Historical Materials Committee chose to retract the book from its esteemed list of 2023’s top historical materials.
It’s pertinent to note that Golinkin, known for his consistent anti-Ukrainian propaganda efforts since the onset of Russia’s aggression against Ukraine in 2014, fails to substantiate his accusations with an analysis, citations, or direct references from the book. Instead, he relies on citations from similarly biased articles aligning with Russian narratives, perpetuating distorted historical accounts.
In his critique, Golinkin disparages Volodymyr Vyatrovych, characterizing him as an advocate for legislation that purportedly “glorifies Nazi criminals.” Contrary to Golinkin’s portrayal, Vyatrovych is a respected historian and liberation movement scholar who played a pivotal role in championing legislation within the Ukrainian parliament aimed at decommunization. These laws seek to condemn the communist regime responsible for millions of deaths and its collaboration with the Nazis until 1941.
Over the centuries, Russian propaganda has persistently disseminated myths and manipulated historical truths to undermine Ukraine. The ongoing information warfare waged by Russia, coupled with military aggression, exerts a detrimental influence on international support for Ukraine, perpetuating conditions conducive to Russia’s ongoing genocide against the Ukrainian people.
Ukrainian historians and writers are tirelessly striving to unveil the historical reality surrounding the Ukrainian people’s enduring struggle against Russian invaders, who have sought to dismantle Ukraine over centuries. The current juncture marks the next phase in this existential confrontation. The decade-long endeavor culminating in the creation of “Enemy Archives” was undertaken precisely for this purpose. The significance of this publication lies not in imposing the authors’ perspectives, but rather in presenting primary sources, allowing scholars worldwide to formulate their own conclusions.
Simultaneously, proponents of pro-Russian propaganda persist in their assault. Lev Golinkin, the author in question, evidently espouses Russian narratives concerning the Revolution of Dignity and the Russian-Ukrainian war and was criticized for using Soviet approaches. It is these narratives that unjustly label Ukrainians as “neo-Nazis” in the public sphere, a pejorative echoing back to the era of Ukrainian resistance against Soviet occupation.
The recognition bestowed upon “Enemy Archives” as one of the premier historical materials of 2023 represented a significant stride in combating propaganda and historical distortion, integral components of Russia’s hybrid warfare. It served as a beacon for truth-seeking and impartial coverage of Ukraine’s historical struggle against invaders, while also extending support to Ukraine.
The Ukrainian library community earnestly appeals for a reassessment of the stance taken by the American Library Association and requests the reinstatement of this important book to the list of distinguished historical materials for the year 2023. We remain hopeful for continued collaboration and support. Additionally, we propose hosting an inclusive online event featuring Ukrainian and American historians, alongside the authors of the book, aimed explicitly at dismantling myths and countering Russian propaganda surrounding Ukraine and its history.
